So I have a picture that I wanna sent right now, an it has to be less then 600k =\. i was wondering if i can mess with it and minimize it and then send it. I've been messing around with "Paint" And a "Jasc" something photo worker, but so far I haven't had luck =(
I do have photoshop, but its on my desktop lol
So please help?

You mean make it smaller? Open paint, go to image - resize/skew.
